On the announcement of a competition
for filling vacant research positions
According to Article 6 of the Law of Ukraine “On scientific and scientific-technical activities”, resolution of the Cabinet of Ministers of Ukraine of May 23, 2018 No. 404 “On approval of the approximate regulation on the procedure for holding a competition to fill vacant scientific positions of a state scientific institution and order of SI “Derzhgruntokhorona” of July 26, 2021 No. 48 “On amendments to order of SI “Derzhgruntokhorona” of 15.06.2021 No. 34″,
I ORDER:
1. To announce a competition to fill vacant research positions in SI “Derzhgruntokhorona”:
Deputy general director for research (Appendix 1);
Academic Secretary (Annex 2);
Head of the Department for research on the effectiveness of soil protection measures (Appendix 3);
Head of the Department of geoinformation systems and information base formation (Appendix 4);
Chief Specialist of the HR and scientific and professional development sector of the Department of scientific and organizational work (Appendix 5);
Deputy head of the Department of Geoinformation systems and information base formation (Appendix 6);
Chief Specialist of the Department of research on the protection and improvement of soil fertility (Appendix 7);
Chief Specialist of the Department for monitoring scientific information and controlling the use of property (Appendix 8);
Head of the Department of scientific and organizational work (Appendix 9);
Head of the Department of land management works and land assessment (Appendix 10);
Deputy head of the Department of scientific, methodological and scientific and technical support of analytical research (Appendix 11).
2. The head of the Department of scientific and organizational work (A.M. Tsyba) should ensure the publication of the announcement of the competition to fill vacant scientific positions on the official website of the SI “Derzhgruntokhorona”.
3. I reserve control over the implementation of this order.

Deputy general director for scientific activities
Qualification requirements: higher education not lower than the second level of the corresponding professional direction, academic title or scientific degree. At least 10 years of scientific experience in lower-level management positions. Fluency in the state language.
A candidate to fill the vacant scientific position of deputy general director for scientific activities should know:
The Constitution of Ukraine, laws of Ukraine, resolutions, decrees, orders, decisions and other normative legal acts of state power and local self-government that regulate the procedure for the institution’s activities; procedure for the implementation of scientific and methodological support and implementation of a unified scientific and technical policy in the field of soil protection and fertility, rational use and environmental safety of agricultural land, environmental objects, determination of the quality of products, raw materials, agrochemicals, legal issues of registration of contractual relations in the joint performance of scientific work with other institutions, organizations and enterprises, rules for drawing up concepts, programs, methodological recommendations, instructions, registration of reporting documentation.

Academic Secretary
Qualification requirements: higher education not lower than the second level of the corresponding professional direction, academic title or scientific degree, availability of scientific papers. At least 3 years of scientific and organizational experience. Fluency in the state language.
A candidate to fill the vacant scientific position of academic secretary should know:
The Constitution of Ukraine, laws of Ukraine, resolutions, decrees, orders, decisions and other normative legal acts of state power and local self-government that regulate the procedure for the activities of the institution; the procedure for implementing scientific and methodological support and implementing a unified scientific and technical policy in the field of soil protection and their fertility, rational use and environmental safety of agricultural land, environmental objects, determining the quality of products, raw materials, agrochemicals; requirements for writing scientific papers, dissertations; procedure for conducting competitions and certification of researchers; legal issues of registration of contractual relations in the joint performance of scientific works with other institutions, organizations and enterprises, rules for drawing up concepts, programs, methodological recommendations, instructions, registration of reporting documentation.

Scientific experience in the specialty or in other areas of management for at least 3 years. Fluency in the state language.
A candidate to fill the scientific vacant position of head of the Department for research on the effectiveness of soil protection measures should know:
The Constitution of Ukraine;
laws of Ukraine “On scientific and scientific-technical activities”;
Law of Ukraine “On ensuring the functioning of Ukrainian as the state language”;
legislative and regulatory legal acts of central executive authorities that relate to the direction of work of the department, the rules of financing from the state budget, the procedure for preparing established reports, as well as the principles of using software tools and being able to perform computer information processing;

Scientific experience in the specialty or in other areas of management for at least 3 years. Fluency in the state language.
A candidate to fill the vacant scientific position of head of the Department of Geoinformation systems and information base formation should know:

A candidate to fill the vacant position of head of the sector of the Department of scientific and organizational work must know: the Constitution of Ukraine, the Labor Code of Ukraine, the laws of Ukraine “on scientific and scientific-technical activities”, “On vacations”, “On the principles of preventing and combating corruption”, other normative legal acts of the president of Ukraine, the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine, which relate to the work of the sector and Department, guidelines for the organization of office work, observe labor discipline, know and comply with internal labor regulations.

A candidate to fill the vacant scientific position of Chief Specialist of the Department of research on the protection and improvement of soil fertility must know: the Constitution of Ukraine, legislative and other normative legal acts of the central executive authorities, which relate to the direction of work of the department, as well as related to the protection of soil fertility, the principles of using software tools and be able to carry out computer processing of information, guiding materials on the organization of office work, observe labor discipline, know and comply with internal labor regulations.

Qualification requirements: complete higher education in the relevant professional direction or close to the professional direction in the educational qualification not lower than the second (master’s) level. At least 3 years of professional experience in other fields of activity. Fluency in the state language.
The candidate to fill the vacant scientific position of deputy head of the Department of scientific-methodological and scientific-technical support of analytical research must know the Constitution of Ukraine; the laws of Ukraine “On scientific and scientific-technical activities”, “On ensuring the functioning of the Ukrainian language as the state language”; the study of physical and chemical indicators of measurement objects included in the scope of certification of measuring laboratories of the Institute;
ability to work: on a liquid chromatograph with diode-matrix and refractometric detectors; on a gas chromatograph with a mass spectrometric detector, measure the basic physical and chemical parameters of agricultural products, measure organochlorine pesticides, macro- and microelements;
guidance materials on the organization of office work.
Persons wishing to participate in the contest must submit the following documents:
- a written application for participation in the contest, written in your own hand;
- a copy of your identity document;
- completed personal personnel accounting form (standard sample);
- autobiography;
- two 4 x 6 cm photos;
- a copy of the employment record (if any);
- copies of documents on higher education, advanced training, awarding an academic degree, awarding an academic title, military ID (for military personnel and those liable for military service);
- list of scientific papers published in Ukrainian peer-reviewed professional publications;
- written consent to the processing of personal data;
- ОК-5 form;
- other documents at the request of the candidate.
Documents for participation in the contest are accepted within 30 calendar days from the date of the contest announcement, i.e. from February 09th, 2022 untill March 10th , 2022 inclusive at the address: 3 Babushkina lane, Kiev, off. 39.
